Ceiling insulation is one of the five Healthy Homes Standards (see our complete Healthy Homes guide for heating, ventilation, moisture and drainage, and draught stopping too), and it is the one landlords most often get wrong - not because the figures are hard to find, but because two different sets of numbers apply depending on what work is being done. Get the wrong one and you either under-insulate a compliance statement or over-spec a straightforward top-up.
What is the minimum ceiling insulation R-value under Healthy Homes?
For an existing rental property that is only having insulation installed or topped up - not undergoing renovation work that triggers a building consent - the Healthy Homes insulation standard sets the minimum ceiling R-value at:
- R2.9 in climate zones 1 and 2 (most of the North Island)
- R3.3 in climate zone 3 (the central North Island - including the Central Plateau and inland high country - and the entire South Island)
Underfloor insulation, where the subfloor is accessible, is R1.3 nationwide - it does not change by zone.
These three zones come from NZS 4218:2009, the same climate-zone map the Healthy Homes Standards Regulations 2019 reference. It is a different, older map from the six-zone system in the 2021 Building Code - which matters for the next question.
What does R-value actually mean?
R-value measures thermal resistance: how well a material resists heat flow. A higher R-value means better insulating performance - less heat escapes through the ceiling in winter, and less heat enters in summer. R-values are additive in principle but not in practice for aged material: a batt rated R2.9 when installed in the 1990s may perform below that today, since insulation compresses and settles over time. Compliance is based on the insulation actually installed and its current condition, not the manufacturer's original rating from decades ago.
This is also why "topping up" over old, still-serviceable insulation is often cheaper than a full strip-and-replace, and is a legitimate compliance path - provided the combined result meets the zone's minimum and the underlying material is not damaged, mouldy, or compressed beyond usefulness.
How do I find my property's climate zone?
Tenancy Services publishes an insulation checker tool that resolves an address to its Healthy Homes climate zone and the resulting minimum R-values. Search "Tenancy Services insulation" or check the Healthy Homes section of tenancy.govt.nz directly. As a rough guide: Northland, Auckland, Waikato, Bay of Plenty, and most of the lower North Island fall in zones 1-2 (R2.9). The Central Plateau (Taupo, Ruapehu, and similar inland high-country areas) sits in zone 3 along with the whole South Island (R3.3) - a common mistake is assuming the North Island is uniformly R2.9, which misses this inland pocket.
Does the R2.9/R3.3 rule apply to renovations too?
Not automatically. An existing rental that is only having insulation installed or topped up does not need to meet the newer 2021 Building Code figures - it stays on the three-zone Healthy Homes numbers above. But if the property is undergoing renovation work that itself triggers a building consent, the insulation installed as part of that consented work must meet the higher, six-zone 2021 Building Code minimums instead - which are stricter than the Healthy Homes figures in every zone. Conflating the two regimes is one of the more common errors in landlord-facing guidance: a straightforward insulation top-up on an untouched ceiling is judged against the older, lower Healthy Homes bar; a full reclad or an extension is judged against the newer, higher Building Code bar.
What about insulation installed before 2016?
Insulation installed before 1 July 2016 has an alternative compliance path where the R-value cannot be determined: a minimum thickness of 120mm is treated as meeting the standard, rather than requiring a formal R-value assessment of decades-old product.
What changed in September 2025?
An amendment effective 25 September 2025 added a partial exemption for ceiling cavities that are genuinely limited or inaccessible - recognising that some roof structures physically cannot accommodate full-depth insulation without structural work. This is a narrow exemption, not a general opt-out; the roof space has to be demonstrably constrained, not merely inconvenient to access.
What condition must the insulation be in, beyond R-value?
Meeting the R-value on paper is not enough. The Healthy Homes insulation standard also requires the installed insulation to be free of mould, dampness, and damage, without significant gaps, and in reasonable overall condition. Insulation that technically meets R2.9 but is compressed, wet, or has been disturbed by pest access does not comply - a visual and physical check matters as much as the R-value figure itself.

Non-compliance with any Healthy Homes Standard, including insulation, is a breach that can result in exemplary damages of up to $7,200 awarded by the Tenancy Tribunal, on top of the cost of bringing the property up to standard.
